Student Population: 3,989 (2007-2008) Total Land Area: 6.29 sq. miles Total Population: 20,297 residents | | Winchester, Massachusetts is a community approximately 10 miles north of Boston. BeSafe Technologies has been working with the Winchester Police Department School Resource Officers since 2000 who rely upon BeSafe’s floor plans to stage and position staff during events as well as conduct tactical training at its schools. To strengthen the community’s school safety program, there are ongoing meetings and trainings between Police, Fire, DPW Staff, DPH Staff and school staff that provide valuable opportunities to examine safety concerns and protocols. Further, BeSafe information is on all police and fire laptop computers, as well as regional Command and SWAT vehicles. In addition, BeSafe has been used for pre and post event trainings. Dr. Adam Thermos is our featured safety and security professional. Adam has dedicated his life to improving campus safety and security awareness at colleges and universities around the globe. He has been featured on the CBS Early Show, the ABC World News Tonight, and the CBS Evening News, and has published papers nationally on school security and campus safety. After a short teaching career at Northeastern University and the UMASS system, Dr. Thermos began his consulting firm in 1989. His practice provides hands-on management in all aspects of security automation and integration, including database and network management, training, liability, litigation issues, protocols, procedures, budget formations and systems implementation. His expertise is the design and implementation of comprehensive campus and school security systems. Dr. Thermos is a frequent presenter in the national forums, of NACAS, NACCU, NACUBO, ACUHO and he is the originator and designer of a multitude of systems from Harvard University and Brown University, to BYU, the SUNY Universities and the Private Ivy League in the North East. Dr. Thermos holds a Magna Cum Laude Law Degree (LL.B.), a Cum Laude BA, and MA in Criminology, MA in Education, and Ph.D. in Criminology and Criminal Justice. In addition to his academic education, Dr. Thermos has trained as a NATO Navy Cryptographer and Electronic Countermeasures Specialist in Athens, Suda Bay, Crete and Eastern Mediterranean. Best Practice Tip
School Safety Legislation, Mandates, and Recomendations Many state and/or local governments have enacted legislation that addresses the critical importance of development and maintenance of school building safety plans. For example, Massachusetts adopted, in 2001, the following: "Notwithstanding any general or special law to the contrary, the superintendent of each school district shall, prior to the beginning of the school year, meet with the fire chief and police chief of the city, town or district to formulate a school specific "Multihazard evacuation plan" for each school under the superintendent's supervision. Said multihazard evacuation plan shall encompass, but not be limited to, evacuations for fires, hurricanes and other hazardous storms or disasters in which serious bodily injury might occur, shootings and other terrorist activities, and bomb threats. Said plan shall be designed for each school building after a review of each building. Said plan shall include, but not be limited to: (1) establishment of a crisis response team; (2) a designation as to who is in charge of said team and designated substitutes; (3) a communication plan; (4) crisis procedures for safe entrance to and exit from the school by students, parents and employees; and (5) policies for enforcing school discipline and maintaining a safe and orderly environment during the crisis. Each district, with the assistance of the local police and fire departments, shall annually review and update as appropriate said plan. At the beginning of each school year, students at each school shall be instructed as to the plan that is developed." Senate Confirms New Secretary of Homeland Security Janet Napolitano was confirmed by the Senate on January 20, 2009 as the Secretary of Homeland Security. Ms. Napolitano was previously the Governor of the State of Arizona.
