FEMA Risk Assessment Guides

FEMA has developed a series of documents that provides guidance for mitigating multi-hazard emergency events. Included in this series is a methodology for performing risk assessments of existing structures. FEMA recommends a multi-tiered approach to evaluating buildings in terms of consequences , threats, and vulnerabilities.  FEMA 452 describes tiers 1 through 3, and FEMA 455 describes a "pre-tier" screening process for establishing need and priority for initiating the more detailed assessments described in the 452 document.
